VIPs of Arunachal violate Supreme

Court ruling

Taba Ajum

ITANAGAR, Oct 20: Concerned over rising instances of criminals using black films for windscreens and side glasses of four wheelers, the Supreme Court in April 2012 directed States and Union Territories to strictly enforce the ban on use of the tint beyond the permissible limit.

Manufacturers was allowed to produce vehicles with tinted glasses which provide for 70 per cent Visual Light Transmission (VLT) for safety glasses on windscreen (front and rear) and 40 per cent VLT for side glasses, the apex court said. A three-judge bench of Chief Justice SH Kapadia, AK Patnaik and Swatanter Kumar gave the ruling while partly allowing a PIL filed by one Avisekh Goenka seeking total ban on all forms of tinted glasses used in four wheelers.

In Arunachal Pradesh, especially in capital complex, massive operation was launched year ago led by deputy commissioner Sanjay Goel to remove tinted glass from the vehicles. Capital administration also took step against misuse of read beacon. However, still many VIP and VVIP vehicles are moving around with black film. Both in capital complex as well as district headquarters, one can see many VIP vehicles with tinted film. The most surprising aspect is that despite knowing Supreme Court order, these VIPs seem least bothered. What can we expect from a person who does not respect for law of the land? However the big question is will district administrations of state show some courage to book case against these VIPs for violation of apex court order?

Minority scheme will not encourage conversion: Ering

Correspondent

ROING,. Oct 20: In view of the growing debate over minority welfare schemes in Arunachal Pradesh, Union Minister of State for Minority Affairs Ninong Ering today downplayed the concern that it will encourage religious conversion in the state.

Speaking as chief guest during an inter school meet organized by Divine Word School, the Minister said that fear about conversion is unfounded. The religious conversion to Christianity has been going on even before the implementation of minority welfare schemes in the state.

Allaying the misconception that once a tribal adopts a minority religion, he has to give up his schedule tribe status, Ering said that such change of status is limited only with scheduled caste and otherbackward caste. Due to discrimination to lower castes, a Supreme Court order has said that any backward caste when converts to a minority religion is freed of such status. Therefore, reservations granted to backward or scheduled caste is then lifted.

He made the point that scheduled tribe is not a religious grouping. A tribal can be born under any religion. So are the people from Tawang and Namsai who follow Bhuddism, said Ering.

Unlike the Tribal Affairs Ministry that has limited funding for Arunachal with meager Rs 6 Crore allocation, the Minority Ministry is granting Rs 10 crore for each block. In Arunachal there are 26 blocks, and the Minority Ministry has further plans to increase the number of minority blocks. This year Arunachal has been earmarked with Rs 260 crore with Rs 60 crore already been released, informed Ering.

He clarified that these funds are not meant for churches or mosques but are spent on education and health. So if people blame me for such spending then am ready to accept it, said Ering.

On dual benefits availed through student’s stipend, he said a student has the choice to avail either through minority quota or as tribal. But it is being observed that since minority stipend is very low in Arunachal, students opt for stipend under scheduled tribe quota.

Daporijo post office turns fish pond

Dear Editor,

Through your esteemed daily I would like to talk about pathetic condition of Daporijo Post Office where I recently happen to visit.

The telegraph service ended due to the popularity of phone. The phone service have also nearly ended letter system but it can never end it completely because, how much we may use phone, we cannot send parcel through it. Moreover the wireless and landline network is not allowed all over India especially in the interior areas. There arises the importance of post offices. The condition of the mentioned post office is very bad. It is the only and the oldest post office of U/S District. I am damn sure that whosever visits in the mentioned Office will get confused whether they have entered in Post Office or Fishery Department. That is because the compound is jammed with water like a pond. I am also sure that all the Daporijo mosquitoes comes from that pond where if you see with concentration then you’ll find that millions of larvae are dancing like they are having party for their next phase of life. And I am also sure that if you go fishing in there you’ll catch lots of magoor(cat) fish.

That is the condition of the Daporijo post office surroundings. Now, please know about the condition of its Office. During our childhood I use to visit that Post Office which was in the older building just near the present building. That building was spacious and comfortable. Since, it was old a new building was sanctioned. It usually happens that new building are better than the older but the present new building which has also become faded is much congested than that old one. If the bulk of letter or parcel arrives then the post office gets so congested that its staff has no other choice rather than sitting on the bags of letter and do the work. The old Post Office building is still standing there probably to be used as a store room which for me seems impossible because its conditions is so bad that its roofs may fall anytime and probably for the same reason the postal department does not keep goods there. And it surprises me a lot as usually government seals the old building for security reasons and here it is still standing. It seems departments want it to become a monument in future.

Same day I asked one of the staffs of the mentioned office that why they do not complaint to the higher authority or the government. Person replied that they have written many times to higher authority for help but no reply comes.

Therefore, as a concerned and a responsible citizen of Upper Subansiri District and Daporijo I would like to ask the concern authority why it is happening like this? Why they are keeping P for Pond in the P for Post Office? Why they are letting mosquito generations to breed in it? Why they are rearing magoor(cat) fish? Why they are harassing the staff and public of Daporijo Post Office? Why they are not giving any heed to their request? Why, Why and many whys??

Importance of library

Dear Editor,

In today’s modern education system presence of libraries and self-learning is considered as vital components of entire educational process. In many parts of our country as well as world considerable thought and attention have been given to the planning and development of academic libraries and self learning at all level. But our education system of Arunachal Pradesh is quite different from others may be because of their pre-conceive notion for library i.e. for them library is still a store house or there’s no need of library in schools.

In this present scenario, I would like to raise a question to every citizen of our state? Are you satisfied with the facilities of library in your school? Without a doubt I believe the answer would be unanimous “no”. And I further believe that some of you will even question yourself, “do we have library in our school?” the answer is not an affirmative. The schools in our state lack “library facilities” most probably because the education department doesn’t find the need of library in the schools. Library, being the main organ in any educational field, the education department second the idea that  student can excel without library in their school. How can they, being the apex body, not realized the most important need of student- the library. How can they not know pupil receptive factors? A pupil can gain his knowledge; mould his brain activity by keeping himself busy with books and continuous reading. They should know that it is the library that plays the most significant role in making a pupil succeed in his study. With such an acquired habit pupil is acquainted with the reading habit and further creates curiosity and interest in pupil mind. It develops a reading ability and as such pupil become a discriminate user of learning resources as well as engendering strong self learning ability and skills for life-long learning. It also encourages their special talent such as in drama, painting, game, sport, music etc. In this crucial formative year of children, good habits formed at this stage would be everlasting.

It is silent prayer and my humble request to the concerned authority that if they are really concerned about tomorrow’s bright future they should fulfill all basic requirements especially at the school level. Lastly and most importantly they should not ignore the “Library Service” because “today’s child is tomorrow’s citizen”

Yours

Hope commission understands

Dear Editor,

This is in continuation to the article ”Give us more time for study”  published in the Readers Forum column of your esteemed daily on 18th October, 2013 regarding the date of Arunachal Pradesh Public Service Commission Competitive Examination- Mains.  Mr. Tajum Okang and Ram Olom have rightly presented the problem of aspirants. To that we would like to add that even UPSC gives five to six months for the preparation of Mains exam, therefore at least we also deserve that much time. Although it has to be agreed that the degree of toughness of UPSC paper is higher but the syllabus is same, whether it is UPSC or APPSCE. Moreover it is not justified to conduct such an exam in such a rush because of accommodation problem. Hence, we on behalf of the likeminded aspirants would like to request the commission to give us more time for the preparation of mains exam. We hope that commission understands the herculean task of completing such a vast syllabus in such a short period, as they all are learned people.

Yours,

Y. Mibang

R. Singlong

ITM gives new hope

The 2nd international tourism mart which began at Tawang on 18th of this month has given new hope to the tourism industry in Arunachal Pradesh. Organized by the Ministry of Tourism, Government of India in association with eight Northeastern states and West Bengal, the main objective of the ITM is to highlight the tourism potentials of the region in the domestic and international markets. The event will also facilitate interaction between buyers, sellers, media, government agencies and others. The attendance of 27 foreign media persons this time against 21 in ITM-2012, an increase of 33% reflects the growing popularity of NE India as tourist destinations among foreigners.

It is well known fact that till now tourism potential of Arunachal has not been able to tap properly. Department of tourism should carry out more rigorous awareness campaign so that local people becomes tourist friendly. For a state like us which is blessed with abundant natural beauty, tourism sector offers ample opportunity for revenue generation as well as employment opportunities. Union Tourism Secretary Parvez Dewan told media persons during inaugural ceremony of ITM that though at present North East India has been receiving about 59,000 foreign tourists, but this event would hopefully increase it by 10 per cent a year. Let’s hope that his words come true and Arunachal tourism shines in days to come.
